From the end of March 2020, DISHA began distributing relief to small scale fishers and fishworkers across West Bengal, who had been hard hit by the COVID-19 lockdown. Then came the Amphan! The same population was now doubly hit. In fact, the problem for the fishing community was particularly dire, because the bulk of West Bengal's fishing community resides in the coastal areas of South Bengal--the areas worst hit by Amphan. So, DISHA's present relief activities, even when popularly described as Amphan relief, are, in effect, composite relief being brought to a disadvantaged and marginal populace, struck by the double whammy of pandemic lockdown and super cyclone.
